Written Answers. - Social Welfare Benefits.

838.

asked the Minister for Social Welfare when disability benefit in respect of the period from 14 April, 1982 to date will be paid to a person (details supplied) in County Wexford.

The person concerned claimed disability benefit from 10 March 1982 and was paid from 13 March 1982, fourth day of incapacity, at the maximum appropriate rate. All disability benefit due to 12 May 1982 has been issued.

As he was in receipt of supplementary welfare allowance for a period during his claim payment of disability benefit for the period 15 to 21 April 1982 was withheld and refunded to the South Eastern Health Board to offset the amount of the allowance advanced.

839.

asked the Minister for Social Welfare when disability benefit in respect of the period January 1981 to date will be paid to a person (details supplied) in County Wexford.

The person concerned claimed disability benefit from 26 January 1981 and submitted a first medical certificate only from that date. As no further medical evidence was received he was advised on a number of occasions in 1981 to submit further medical evidence. Eventually a second medical certificate dated 30 November 1981 was subsequently submitted to my Department. At that stage he was again requested to submit continuing medical evidence from 26 January 1981 but failed to do so.

On receipt of the Dáil question an Inspector of my Department visited the claimant and confirmed that he had been incapable of work from January 1981 to date. Accordingly payment of all disability benefit from 29 January 1981, fourth day of incapacity, to 15 May 1982, was issued on 14 May 1982. He has been again advised that the submission of continuing medical evidence is necessary to enable payment of benefit to issue.

As he was in receipt of supplementary welfare allowance during the period of his claim the amount of allowance advanced has been withheld from benefit due and refunded to the South-Eastern Health Board.

asked the Minister for Social Welfare when disability benefit will be paid in respect of a period from January, 1981 to date to a person (details supplied) in County Wexford.

The person concerned claimed occupational injury benefit from 26 March 1981 in respect of an incapacity which he attributed to an accident at work on 26 March 1981. Before a decision could be given on his entitlement to payment it was necessary to make inquiries as to the nature and origin of the incapacity. On completion of the inquiries, which were protracted, it was accepted that the incapacity was due to an accident at work and the claim was allowed. Payment of injury benefit for the full statutory period of 26 weeks from the date of the accident on 26 March 1981 to 23 September 1981 was made on 29 April 1982.

On the expiration of this period he claimed disability benefit but he was not entitled to payment as he had less than the required minimum of 26 contributions to his credit in the 1979/80 contribution year. As it is understood that he was in employment from October 1979 to March 1981 the local social welfare officer has been requested to investigate the apparent failure of the employer to pay the contributions due for the 1979/80 period which could have the effect of qualifying him for payment of disability benefit from September 1981. On completion of these inquiries his claim will be reviewed and he will be notified of the outcome.

As the claimant may be entitled to disablement benefit in respect of loss of faculty arising from the accident, the necessary form on which to claim the benefit has been issued to him. He has also been advised of his entitlement to the cost of any medical care expenses incurred as a result of the accident.

asked the Minister for Social Welfare when disability benefit in respect of the period from 17 August to 11 November, 1981 and from 16 April 1982 to date will be paid to a person (details supplied) in County Wexford.

The person concerned claimed disability benefit in respect of the period from 24 August 1981 to 2 November 1981. He was not qualified for payment in respect of this period as he had less than the required minimum of 26 contributions to his credit in the 1979/80 contribution year governing his claim.

The claim from 16 April 1982 is governed by his record of contributions in the 1980/81 contribution year. As it is understood that he was in employment in that year it is necessary to make inquiries regarding the duration of the employment. An officer of my Department will call on him and on his employer within the next few days. On completion of these inquiries a decision will be given on his claim and he will be notified of the outcome.

asked the Minister for Social Welfare when a person (details supplied) in County Monaghan will receive disability benefit.

The person concerned was paid disability benefit from 22 March 1978 to 20 March 1979. At that stage he exhausted his entitlement to benefit as he had less than the minimum of 156 contributions in respect of insurable employment since his entry into insurance.

The claimant was subsequently paid disability benefit in error from 13 March 1981 to 13 March 1982 when the error was discovered. He cannot again qualify for payment of benefit until he resumes employment and has at least a further 13 contributions in respect of insurable employment.

asked the Minister for Social Welfare when a person (details supplied) in County Monaghan will receive disability benefit.

The person concerned was paid disability for 52 weeks from 27 January 1981 to 25 January 1982. Payment ceased after that date as he had not the necessary 156 paid contributions to entitle him to payment beyond that period.

As the claimant had been employed in Northern Ireland inquiries revealed that he had sufficient contributions in respect of employment there to entitle him to further payment of benefit. A cheque for arrears of benefit due from 18 January 1982 issued to him on 4 May 1982. Payment of benefit is being continued to be made at the weekly rate of £81.95.

asked the Minister for Social Welfare when the payment of disability benefit will be resumed to a person (details supplied) in County Roscommon.

The person concerned claimed disability benefit from 5 February 1981 and was paid for 52 weeks from 9 February, fourth day of incapacity, to 6 February 1982. Payment ceased after that date as he had not the necessary 156 paid contributions to entitle him to payment after the expiration of the 52 weeks. He was notified to this effect at that time.

In order to requalify for payment of benefit the claimant would require a further 13 paid contributions in respect of insurable employment. However, if he is totally disabled as stated by the Deputy he may be entitled to disabled person's maintenance allowance, application for which should be made to the health board through the local community welfare officer.

(Limerick East): asked the Minister for Social Welfare the reason an increase in unemployment assistance was not paid to a person (details supplied) in County Limerick.

On 21 April 1982 the person concerned claimed an increase in the rate of unemployment assistance payable to him in respect of an additional child born on 11 February 1982. His application was inadvertently allowed with effect from 21 April 1982 instead of 11 February 1982. The matter has now been adjusted and all arrears due to him will be paid this week. He is currently being paid unemployment assistance at the weekly rate of £69.55, being the maximum rate payable to a married man with four qualified children residing in a rural area with means assessed as nil.

(Limerick East): asked the Minister for Social Welfare the reason benefit was not paid to a person (details supplied) in County Limerick.

The person concerned claimed disability benefit in respect of the period from 14 January 1982 to 26 February 1982, after which date he was certified fit to resume work. As, according to the records of my Department, he had less than the minimum of 26 contributions to his credit in the governing 1980-81 contribution year, it was necessary to make inquiries regarding his employment in that year before his entitlement to benefit could be ascertained. As a result of these inquiries it was established that he had in fact sufficient weeks of insurable employment to qualify for payment. All disability benefit and pay-related benefit due on his claim has now issued.

asked the Minister for Social Welfare when an old age pension will be paid to a person (details supplied) in County Wexford.

There is no record of a claim for old age pension having been received from the person concerned and she has intimated to the social welfare officer who called on her on 14 May 1982 that she does not wish to make a claim.

848.

asked the Minister for Social Welfare the reason a person (details supplied) in County Kerry did not receive an allowance on reaching 80 years.

A supplementary pension order book at the rate of £2.50 a week and arrears due from the date he attained the age of 80 have been issued to the person concerned.

The delay in payment, which was due to an oversight, is regretted.

asked the Minister for Social Welfare the reason for the delay in granting an old age pension to a person (details supplied) in County Kerry.

The old age pension claim of the person concerned was referred to the local pension committee for decision on 4 May 1982. Pension at the reduced rate of £24.45, plus £12.30 adult dependant allowance, has been recommended by the social welfare officer who investigated the claim and is being put into payment on a provisional basis pending the pension committee's decision.

A pension order book for £36.75, payable from 21 May 1982, has been issued for collection by the claimant at the nominated post office. The claimant attains pension age on 19 May 1982 and there has been no delay in granting him a pension.

asked the Minister for Social Welfare whan disability benefit will be paid to a person (details supplied) in County Cork who applied in January 1982.

The person concerned claimed disability benefit from 18 January 1982, but was not entitled to payment at that time as, according to the records of my Department, he had not the required minimum of 26 contributions paid or credited in 1980-81, the contribution year governing his claim. Following inquiries it was established that he had additional contributions in that year which had the effect of qualifying him for payment. A cheque in payment of all disability benefit due to 30 April 1982, the date of the last medical certificate received, was issued to him on 14 May 1982.

asked the Minister for Social Welfare the reason a person (details supplied) in County Cork, who was earning £112.64 per week before he was made redundant is receiving only £90.00 pay-related and unemployment benefits.

Entitlement to pay-related benefit as a supplement to unemployment benefit is subject to the statutory limitation that the sum of flat rate unemployment benefit and pay-related benefit and any income tax refund may not exceed 85 per cent of a claimant's net average weekly earnings.

The 85 per cent limit applicable to the person concerned is £90.18 and, as he is in receipt of flat rate unemployment benefit at £75.00 weekly, the amount of pay-related payable to him is limited to £15.18.

Accordingly the payment of £90.18 is the appropriate weekly amount of unemployment benefit and pay-related benefit payable in his case.

852.

asked the Minister for Social Welfare when injury benefit will be paid to a person (details supplied) in County Galway; and if any other social welfare benefit will be paid to him.

The person concerned claimed occupational injury in respect of an incapacity which he attributed to an accident at work on 27 April 1982.

Before payment could be authorised it was necessary to make inquiries regarding the nature and origin of the incapacity. On completion of the inquiries it was accepted that the incapacity was due to an accident at work. Payment has now been made from 28 April 1982 to 14 May 1982, date of the latest medical certificate received. His entitlement to pay-related benefit is being investigated and payment, if any, due will be made on completion of the inquiries.

When the claimant's title to injury benefit ceases on the expiration of 26 weeks payment he will be entitled to disability benefit if he is still incapable of work. He may also be entitled to disablement benefit in respect of any loss of faculty arising from the accident. He has been advised of this and of his entitlement to the cost of any medical care expenses incurred as a result of the accident.

(Limerick West) asked the Minister for Social Welfare the reason disability benefit was not paid to a person (details supplied) in County Limerick.

The person concerned claimed disability benefit from 27 January 1982 to 6 February 1982 and from 7 April 1982 to 24 April 1982. Payment was not, however, authorised as according to the records of my Department he had not the required minimum of 26 contributions, paid or credited, in 1980-81, the contribution year governing his claim. Following inquiries it was ascertained that he had sufficient paid contributions to entitle him to benefit. All disability benefit and pay-related benefit due on both claims was issued on 11 and 13 May 1982.

(Waterford) asked the Minister for Social Welfare the reason a person (details supplied) in County Waterford is not receiving the correct rate of disability benefit.

The person concerned has been in receipt of disability benefit continuously since September 1980. He had been receiving the maximum weekly rate of benefit up to 2 January 1982.

From 4 January 1982, the commencement of a new benefit year, title to benefit is governed by contributions paid or credited in the contribution year 6 April 1980 to 5 April 1981. As the claimant had only 45 contributions to his credit during that period he is entitled to reduced rate of benefit only from 4 January 1982. In order to qualify for maximum rate of benefit he would require at least 48 paid or credited contributions in the governing contribution year.

His current weekly rate of benefit is £30.50, the corresponding maximum rate being £31.65.

855.

asked the Minister for Social Welfare when a replacement cheque will be issued to a person (details supplied) in County Dublin in respect of a cheque which was issued to him in November 1981 but which was never received; and if this matter will be dealt with as a matter of urgency in view of his need.

On 3 November 1981 the person concerned was issued with a cheque for £166.80 in payment of disability benefit from 19 October 1981 to 14 November 1981. Following notification by him that he did not receive this cheque a replacement cheque was listed for issue to him on 6 January 1982. Because of a computer error the cheque did not however issue. A further replacement cheque was issued on 14 May 1982.

asked the Minister for Social Welfare if disability benefit at the full rate is being paid to a person (details supplied) in County Mayo.

The person concerned claimed disability benefit from 13 May 1981 and was paid from 16 May 1981, fourth day of incapacity, at the maximum rate appropriate to a married man. All disability benefit and pay-related benefit due to 22 May 1982 has been issued.

The social welfare regulations provide that the combined weekly rate of disability benefit and pay-related benefit in payment may not exceed a person's reckonable earnings in the year relevant to his claim. As from 5 April 1982, the date the budget increases came into operation, the rate of flat rate benefit was increased but the rate of pay-related benefit was reduced so that the total amount of disability benefit and pay-related benefit in payment (£59.48) would not exceed the claimant's reckonable earnings (£59.48) in 1979-80, the tax year relevant to his claim.

asked the Minister for Social Welfare the reason unemployment benefit has been reduced in the case of a person (details supplied) in County Mayo.

Under statutory regulations governing wholly unemployed persons the weekly combined total of flat-rate and pay-related benefit and any income tax refund may not exceed 85 per cent of the pre-unemployment average nett weekly earnings. The 85 per cent limit in the case of the person concerned is £75.15.

The weekly unemployment benefit payments of the person concerned fell below £75.15 on two occasions — by 39p from 19 August 1981 to 4 October 1981 when the 40 per cent phase of pay-related benefit fell to be reduced to 30 per cent and by 29p. from 17 February 1982 to 4 April 1982 when the 25 per cent fell to be reduced to 20 per cent. He is at present in receipt of weekly payments of £75.15.

asked the Minister for Social Welfare the reason disability benefit has been refused to a person (details supplied) in County Mayo.

The person concerned was paid disability benefit from 8 May 1981 to 6 May 1982, at which stage he had received payment for 52 weeks and it was necessary to review his claim to decide if he was entitled to further payment. On completion of the review payment of all disability benefit due from 7 to 22 May 1982 was issued on 14 May 1982. Further payment will continue to issue regularly each week and medical evidence will be required at monthly intervals only.

asked the Minister for Social Welfare if unemployment benefit has been paid to a person (details supplied) in County Mayo.

Inquiries were necessary to determine the contribution record of the person concerned. These have recently been completed and all arrears of flat rate benefit will be paid this week. Payments of flat rate benefit at the weekly rate of £29.30 will continue as they fall due.

Inquiries are continuing to establish the claimant's pre-unemployment earnings which are necessary in order to determine her entitlement to pay-related benefit.

asked the Minister for Social Welfare if he will arrange to pay disability benefit to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from 24 February 1982 but a decision on his claim has been deferred pending examination by a medical referee of my Department. He had previously been in receipt of disability benefit in respect of the same incapacity, but payment was refused following an examination by a medical referee who considered him capable of work.

The proposed medical referee examination has been arranged for 21 May 1982. The claimant has been advised of the date and place of the examination.

(Limerick West) asked the Minister for Social Welfare when unemployment benefit will be paid to a person (details supplied) in County Limerick.

The person concerned claimed unemployment benefit on 13 January 1982 but her claim was disqualified up to 3 February 1982 on the grounds that she lost her employment through her own fault. Her claim was allowed from 3 February 1982 and weekly payments at £25.30 increased to £31.65 from 5 April 1982 were made to her as they fell due. She was qualified for pay-related benefit at £18.04 weekly and all arrears of pay-related benefit due were paid to her on 30 March 1982.

The person concerned is accordingly in receipt of a combined payment of unemployment benefit and pay-related benefit of £49.69 and payments are made as they become due each week.

862.

(Limerick West) asked the Minister for Social Welfare when unemployment benefit will be paid to a person (details supplied) in County Limerick.

The person concerned claimed unemployment benefit from 20 January 1982 and payments at the weekly rate of £22.65 increased to £28.30 from 5 April 1982 were made to him as they became due. Inquiries were necessary to establish his contribution record during the relevant contribution period April 1980 to April 1981 and following the completion of investigations his record was amended thereby providing him with a title to an increase in the rate of unemployment benefit payable to him of £23.45 increased to £29.30 from 5 April 1982. All the adjusting arrears were paid to him on 4 May 1982. He is not entitled to pay-related benefit as he had insufficient earnings during the relevant income-tax year.

asked the Minister for Social Welfare if he will arrange for a free electricity allowance to be restored immediately to a person (details supplied) in County Galway.

The living alone condition of the scheme is no longer satisfied in this case and it is not therefore possible to restore the allowance to the person concerned.

864.

asked the Minister for Social Welfare if he will arrange for arrears of an old age non-contributory pension to be paid to a person (details supplied) in County Galway.

A payable order for £60.60 covering the arrears of non-contributory old age pension due to the person concerned has been issued.

865.

asked the Minister for Social Welfare if he will arrange for the payment of unemployment assistance to a person (details supplied) in County Galway.

Payment of unemployment assistance was suspended recently pending inquiries as to whether or not the person concerned is genuinely unemployed. The case has been investigated by a social welfare officer and his report on the matter is presently in transit to the Department's headquarters.

The case will be examined by a deciding officer as soon as the papers are received and the Deputy will be advised of his decision.

asked the Minister for Social Welfare if he will arrange for the immediate payment of disability benefit to a person (details supplied) in County Galway.

The person concerned claimed disability benefit from 5 March 1982 but was not qualified for payment at the time as, according to the records of my Department, he had not the required minimum of 26 contributions paid since his entry into insurance. Following inquiries it has been established that he had sufficient weeks of insurable employment in the United Kingdom to qualify him for benefit. Payment of all disability benefit due to him to 11 May 1982, date of the latest medical certificate received, was made on 14 May 1982.

The claimant is not entitled to pay-related benefit.

asked the Minister for Social Welfare if he will arrange for the immediate payment of unemployment assistance to a person (details supplied) in County Galway who has been signing on for the past eight weeks.

The person concerned claimed unemployment benefit from 26 March 1982 and, pending the completion of current inquiries to establish his full contribution record, his claim was allowed at the reduced rate of £48.80 and pay-related benefit at £9.00 weekly. He is a postal claimant and an order has been issued to him for encashment at his local post office paying all arrears of flat-rate unemployment benefit and pay-related benefit due.

Weekly combined payments of unemployment benefit and pay-related benefit totalling £57.80 will be made as they become due.

868.

asked the Minister for Social Welfare if he will arrange for the immediate payment of disability benefit to a person (details supplied) in County Galway.

It has not been possible from the information supplied by the Deputy to trace a revenue and social insurance number or insurance number of the person concerned. For this reason it has not been possible to trace a claim to benefit. If the Deputy would be good enough to provide the RSI number or other particulars which would enable the claimant to be identified, his inquiry will be dealt with as a matter of urgency.

869.

asked the Minister for Social Welfare whether a notional or factual assessment of means was made in deciding the amount of unemployment assistance to be paid to a person (details supplied) in County Galway; and if he will give details.

The person concerned was factually assessed with weekly means of £14.40 derived from land with a PLV of £9.25 with effect from 14 February 1981. The assessment was confirmed by an appeals officer.

The person concerned is at present receiving unemployment assistance at the weekly rate of £65.60, being the appropriate maximum rate of £80.00 less factually assessed means of £14.40. Under the notional system his weekly entitlement would be £61.15 being the appropriate maximum rate of £66.50 less means of £5.35 based on PLV of £9.25.

asked the Minister for Social Welfare the reason disability benefit has not been paid to a person (details supplied) in County Tipperary; and when it will be paid.

The person concerned claimed disability benefit from 9 April 1982 and all disability benefit and pay-related benefit due on his claim has been paid to 14 May 1982. The benefit cheques issued on 29 April, 6 May and 13 May 1982. If he has not received any of those cheques he should notify my Department when replacement action will be initiated.

asked the Minister for Social Welfare the reason disability benefit is being paid on an irregular basis to a person (details supplied) in County Tipperary and the reason no pay-related benefit has been paid.

The person concerned claimed disability benefit from 5 January 1982. All benefit due to 11 May 1982 has been paid promptly on the receipt of medical evidence of incapacity. There has been no delay in payment. He is not entitled to pay-related benefit as the weekly rate of disability benefit payable exceeds the amount of his reckonable weekly earnings in 1979-1980, the tax year on which his entitlement is based.

asked the Minister for Social Welfare the reason disability benefit has not been paid to a person (details supplied) in County Tipperary.

The person concerned claimed disability benefit from 1 February 1982 but he was not entitled to payment because he had not the required minimum of 26 contributions in the 1980-81 contribution year governing his claim. Following inquiries, it was established that he had in fact sufficient contributions in that year to qualify for payment. Payment of all benefit due from 4 February 1982, fourth day of incapacity, to 22 May 1982, has now been issued. As he was in receipt of supplementary welfare allowance during the period of his claim the amount of the allowance advanced has been withheld from benefit due and refunded to the South Eastern Health Board.

asked the Minister for Social Welfare the reason disability benefit has not been paid in full to a person (details supplied) in County Tipperary.

The person concerned was in receipt of disability benefit at the maximum rate and pay-related benefit during the period 28 September 1981 to 9 January 1982 and he received all payment to which he was entitled. He claimed unemployment benefit at his local office for one week from 15 March 1982 to 20 March 1982 and he was paid only three days of unemployment benefit pending confirmation that he was previously in receipt of disability benefit. This information was necessary in order to determine whether three waiting days applied.

It is presumed that the Deputy's question refers to the delay in the payment of the first three days of his unemployment benefit claim which had been withheld. The necessary information was delayed in the post from headquarters and was only received early last week at his local office.

The person concerned was written to and asked to call into his local office for payment of the balance of unemployment benefit due to him and he did so on 14 May 1982.

The person concerned is not qualified for pay-related benefit as a supplement to his unemployment benefit claim from 15 March 1982 to 20 March 1982 as this period is less than the statutory 12 day waiting period for pay-related benefit.

asked the Minister for Social Welfare the reason for the delay in paying a deserted wife's allowance to a person (details supplied) in Clondalkin, County Dublin; and if he will now make arrangements for the immediate payment of the allowance and any arrears due.

The claim of the person concernced is under active investigation by my Department. Efforts are being made to ascertain the whereabouts of the husband so that his version of the separation may, if possible, be obtained. It is also necessary to establish whether the wife has made any efforts to obtain maintenance payments from him before a decision can be given on the application. On completion of the inquiries a decision will be given without delay.

asked the Minister for Social Welfare whether a person (details supplied) in Ballyfermot, Dublin is entitled to continued payment for two of her children who are in full-time education and who have now reached the age of 18.

The person concerned is in receipt of a widow's contributory pension which includes increases in respect of two qualified children (twins) who will reach age 18 years on 7 June 1982. If the children will be continuing to receive full-time education after 7 June arrangements will be made to have payment of the increases continued beyond that date on receipt by the Department of the usual school certificate to that effect.

The person concerned claimed disability benefit from 10 February to 27 March 1982, after which date he was certified fit to resume work. At the date of his claim he was not qualified for payment as according to the records of my Department he had less than the required minimum of 26 contributions paid or credited in the governing 1980-81 contribution year. Following inquiries it was ascertained that he had additional contributions which served to qualify him for payment. All disability benefit due on the claim has now been issued.

(Limerick West) asked the Minister for Social Welfare the reason disability benefit is not being paid to a person (details supplied) in County Limerick.

The person concerned claimed disability benefit from 8 February 1982 but she was not entitled to payment as she had less than the required minimum of 26 contributions in the 1980-1981 contribution year to qualify for payment. Following inquiries regarding her employment record in that year it was established that she had sufficient weeks of insurable employment to qualify her for benefit. A cheque for the amount of benefit due from 11 February 1982, fourth day of incapacity, to 27 February 1982 after which date she was certified fit to resume work was issued to her on 14 May 1982.

Inquiries are still continuing regarding an earlier illness in respect of which she only submitted a final certificate. On completion of these inquiries she will be notified of the outcome.

(Limerick West) asked the Minister for Social Welfare the reason unemployment benefit is not being paid to a person (details supplied) in County Limerick.

The person concerned had been in receipt of disability benefit since 1976. In view of the nature and duration of his incapacity he was transferred to invalidity pension with effect from 25 February 1982. However, the claimant returned the uncashed pension book to my Department stating that he wished to remain on disability benefit. When the necessary arrangements were made payment of disability benefit was resumed from 25 February 1982. All payment due has now been made to 22 May 1982.

(Limerick West) asked the Minister for Social Welfare the reason disability benefit is not being paid to a person (details supplied) in County Limerick.

The person concerned claimed occupational injury benefit for the period from 31 July 1981 to 17 October 1981 in respect of an accident at work on 31 July 1981. Pending inquiries as to the nature and origin of the incapacity he was paid disability benefit and pay-related benefit on an interim basis for the full period of the claim.

On completion of the inquiries it was accepted that the incapacity was due to an accident at work and injury benefit was allowed at the maximum appropriate rate from 31 July 1981 date of accident. Payment of all injury benefit due to 17 October 1981, after which date he was certified fit to resume work, less the amount of interim disability benefit already paid has been made.

asked the Minister for Social Welfare when a deserted wife's allowance will be paid to a person (details supplied) in County Wexford.

The person concerned claimed deserted wife's allowance/benefit on 27 April 1982. In accordance with the normal procedure the papers have been sent to the local social welfare officer for investigation. When the inquiries have been completed a decision on the claim will be given without delay and she will be notified of the outcome. Meanwhile it has been ascertained that she is in receipt of supplementary welfare allowance from the South-Eastern Health Board.

asked the Minister for Social Welfare when he will replace a deserted wife's allowance book, the original of which was burned recently, for a person (details supplied) in County Wexford.

It is proposed to take Questions Nos. 881 and 883 together.

A deserted wife's allowance book, with orders payable from 22 April 1982 in replacement of the burnt book was issued to the designated post office on that date for collection by the person concerned. It has been confirmed by the post office that the book was collected by her.

There are no arrears due in this case. The last order cashed in the burnt book was for Thursday 8 April 1982 and as the new book contains orders from 22 April 1982 there was only one week for which she did not receive payment. As, however, she received supplementary welfare allowance for two weeks the arrears of deserted wife's allowance due for 15 April 1982 have been withheld for recoupment to the South-Eastern Health Board in repayment of the supplementary welfare allowance advanced.

asked the Minister for Social Welfare when he will replace a children's allowance book which was destroyed by fire (details supplied) in County Wexford.

A replacement allowance book at the monthly rate of £33.00 payable from May 1982 was issued direct to the claimant on 14 May 1982.
