asked the Minister for the Environment if he proposes to introduce legislation which would effectively prevent the carrying on of a business, such as the paint spraying of cars on the public street, in a built-up area unconnected with any premises for which planning permission exists.

I assume the Deputy is referring to motor trade operations such as sales, repairs and maintenance, including spraying. The Garda Commissioner has power under the Road Traffic Acts to make by-laws for the control of parking of vehicles on public roads and has used these powers to include in by-laws made for many areas, a prohibition on the repair or overhaul of vehicles. I have no proposals for further legislation in this sphere.
