asked the Minister for Education whether the diplomas of a person in Inchicore, Dublin 8 (details supplied) which were submitted to his Department in 1979 have now been found; and, if not, if he will now decide to register the person as an art teacher in secondary schools in view of the severe losses incurred by him as he is not on an incremental scale and is losing pension rights; and if he will make a statement on the matter.

Only registered secondary teachers are eligible for payment of salary by the Department as teachers in secondary schools. The conditions and qualifications for registration are laid down by the Registration Council, a statutorily constituted body.

The Department's records show that the person in question applied to the Department in 1979 for registration as a secondary teacher and that he was requested to supply detailed documentation of his qualifications in order to allow his application to be assessed. There is no record in the Department of such documentation being received and consequently a determination could not be made by the Registration Council in relation to his eligibility for registration.
