asked the Minister for Defence if he has reviewed paragraph 27 of General Routine Orders 43 of 1955 as he undertook to do so in reply to recent parliamentary questions and in particular to a supplementary to Parliamentary Question No. 19 of 13 May by Deputy Creed; if he will now undertake to ensure that this regulation will not apply except to matters of a military or security nature; and if he will modify the regulation to exclude matters such as housing, conditions of service, unfair treatment.

This matter raises fundamental questions in relation to military discipline and the question of what modification by way of clarification or otherwise can be introduced is still under consideration.

I would point out, however, that members of the Defence Forces have always been free to consult with their public representatives regarding questions other than those relating to service matters.
