asked the Minister for the Environment when a housing reconstruction grant will be paid to a person (details supplied) in County Donegal.

As the Deputy has already been informed on a number of occasions, payment of a house improvement grant cannot be considered in this case since the Department has no record of the receipt of an application on or before 1 February 1980. If the person named can produce any evidence that such an application was received, I shall have the case further reviewed.

There has been no delay by my Department in dealing with this case. A further inspection has now been arranged with a view to the payment of the grant, if in order.

Under the Housing Regulations 1980 (as amended) it is a condition of payment of house improvement grants under the former scheme that a claim for payment be received in my Department on or before 30 June 1981. As this condition was not complied with in this case, the grant cannot be paid.

Yes. Approval to a house improvement grant under the 1981 scheme will issue in this case as soon as possible.

There is no record in my Department of the receipt of a new house grant application from the person named.

(Cavan-Monaghan) asked the Minister for the Environment the reason for the delay in processing and paying a home improvement grant to a person (details supplied) in County Cavan; and if he will now arrange for inspection of the work and payment of the grant in this case.

The delay in making payment in this case has been due to the failure of the applicant to submit evidence of planning permission for the works carried out, despite being requested to do so on 10 September 1981 and 26 January 1982.

(Cavan-Monaghan) asked the Minister for the Environment if he will confirm that a person (details supplied) in County Cavan is an applicant for a new house grant and mortgage interest subsidy; and if he will arrange for payment of the grant and the subsidy without further delay.

An application for a new house grant and mortgage subsidy has been received from the person named and approval for the grant and subsidy has issued to him.

The grant will be paid when an inspection establishes that the house has been satisfactorily completed and is occupied by the applicant and that the other conditions applying to the grant scheme have been complied with. When the inspector called in February last, nobody was at home. A further inspection will be carried out as soon as possible. Payment of the subsidy cannot commence until a grant has been paid and at least six months have elapsed from the date of execution of the mortgage.

asked the Minister for the Environment when an inspection will take place on a grant application by a person (details supplied) in County Wexford.

An inspection, with a view to the approval of a grant if in order, will be carried out in this case as soon as possible.

(Cavan-Monaghan) asked the Minister for the Environment if he will explain the cause of the delay in paying a £1,000 new house grant to a person (details supplied) in County Cavan; if he will confirm that the house has been inspected and passed; and, if so, when the grant will be paid.

Any delay in the payment of a grant in this case arises from the failure of the applicant to furnish a certificate from his inspector of taxes as evidence that neither he nor his wife had ever built or purchased a house previously. He was asked to furnish this certificate on the 12 March 1981, and again on 30 April 1982. The house was inspected on 25 September 1981, and was found to have been satisfactorily completed. The grant cannot be paid until the completed tax form is furnished to my Department.

Under the Housing Regulations, 1980 (as amended) the latest case for completion of works and the receipt in the Department of claims for payment was 30 June 1981. As this statutory requirement was not complied with in this case, a grant cannot be paid.

asked the Minister for the Environment if he has received an application on behalf of a person (details supplied) in County Laois for a grant to provide an extra bedroom which is required because of overcrowding; if he is aware that an inspector called in February last; when a grant will be allocated; and if he will outline the position in the matter.

An application for a house improvement grant has been received from the person named and an inspection of the house was carried out in March 1982. The case has been referred back to the inspector as certain aspects of his report required clarification before eligibility could be determined. A decision on the case will be given on receipt of the inspector's further report.

asked the Minister for the Environment if he will arrange for a reconstruction grant under the old scheme of grants to be paid to a person (details supplied) in County Offaly.

Payment of a grant in this case is precluded by section 23 of the Housing (Miscellaneous Provisions) Act, 1979, which stipulates that where works were commenced prior to 1 November 1977, as in this case, the application must be received on or before 31 January 1978. The application in question was not received until 31 January 1980 and the applicant has been advised accordingly.

(Cavan-Monaghan) asked the Minister for the Environment if he will give particulars of the date of application by a person (details supplied) in County Leitrim for a house improvement grant; if he will confirm that notification of completion of the work and an application for payment was sent to his Department within the prescribed time; the reason for not paying the grant before now; and if he will make a statement on the matter.

There is no record of the receipt in the Department of an application for a house improvement grant from the person named.

asked the Minister for the Environment the reason for the delay in paying a grant which is due to a person (details supplied) in Cork South West; and if he will now arrange payment.

Under the Housing Regulations, 1980 (as amended), the latest date for the completion of works and receipt of a claim for payment in the Department was 30 June 1981.

As this condition was not complied with in this case, the grant cannot be paid.

I understand that the applicant has been paid a disabled person's grant by Cork County Council.

asked the Minister for the Environment the reason for the delay in paying a new house grant to a person (details supplied) in Glencairn, County Waterford.

Because of pressure of work there has been some delay in dealing with a request for a final inspection in this case. The house was not completed when inspected on two previous occasions. The file has been referred to the inspector for early investigation and report with a view to the payment of a grant, if in order.

935.

asked the Minister for the Environment the reason a grant for the reduction of dependency on oil has not been paid to a person (details supplied) in County Tipperary.

A grant cannot be paid in this case as the applicant has indicated that, contrary to a qualifying condition of the solid fuel grants scheme, a means of providing domestic hot water by way of solid fuel existed prior to the installation of the unit for which a grant was sought.

The applicant has been informed accordingly.
