asked the Minister for the Environment if he will consider amending the legislation covering compulsory purchase orders to allow local authorities to use this procedure to secure sites for libraries.

I intend to consider the inclusion of a provision giving local authorities the necessary compulsory acquisition powers in the next suitable local government Bill.

Can the Minister say if the heads of the amending Bill have been drafted in his Department or circulated to members of the Cabinet?

No, it is only a minor amendment which can be included in the next appropriate Bill.

Exactly when is it likely that this Bill will be introduced? There are areas in County Dublin where there are no library facilities because the county council cannot provide the land under a compulsory purchase order. I do not think it is good enough for the Minister to say it can be "included in the next appropriate Bill"; I want a date.

I am not in a position to give an exact date but I hope it will be early next year.
