The Deputy is, I presume, referring to the extra funding sought by ACOT to implement a proposed new certificate in farming programme. No provision for this activity was made in ACOT's 1982 grant-in-aid and so no funds are available for this purpose in the current year. The concept is a laudable one, but as its implementation would involve the State in substantial additional and continuing cost, I have decided that the introduction of the programme should be considered in the context of the national development plan for agriculture.
