asked the Minister for the Environment if he will consider amending tenant house purchase schemes for local authority houses so that they can be bought out without being certified in fee simple.

The Landlord and Tenant (Ground Rents) Act, 1987, provides that with effect from 16 May 1978 dwelling houses, including those sold by housing authorities under tenant purchase schemes, must be sold in fee simple. I am, therefore, precluded from authorising the sale of local authority houses in the manner advocated by the Deputy.

asked the Minister for the Environment if he will make the full 30 per cent discount available to all pensioners on future tenant purchase agreements.

The 30 per cent discount is available to all tenants buying local authority houses in built up areas who have ten years' continuous tenancy in a local authority dwelling. When the sales scheme next comes up for review I will consider the suggestion in the Deputy's question.
