asked the Minister for Finance the percentage of Government expenditure in Ireland represented by net transfer of resources from the EEC in 1974 and 1980 and at the latest available year.

The information requested by the Deputy is set out in the table below.

*This figure is an estimate, as the financial year prior to 1975 was on an April-March basis rather than on a calendar year basis.

The figures for net EEC transfers to Ireland include all Irish receipts from operations carried out through the Community budget in the relevant years, less Irish payments in the same years to the Community budget and other contributions arising out of Community membership. It should be noted that a large part of EEC receipts is channelled to the beneficiary without passing through the Exchequer, e.g. most FEOGA gurantee payments which account for the bulk of Irish receipts from the Community.

The figures for Government expenditure include all current and capital Exchequer issues for the years in question.
