asked the Minister for Social Welfare the reason for the delay in paying a children's allowance in respect of a third child to persons (details supplied) in Dungarvan, County Waterford.

The person concerned submitted a claim for children's allowances on 21 April 1982 in respect of his third child who was born on 24 March 1982. He did not, however, forward a birth certificate until 13 May 1982.

The allowance was awarded with effect from 1 April 1982 and the appropriate allowance books have been issued direct to the claimant's home address.

asked the Minister for Social Welfare the reason for the delay in paying unemployment benefit to a person (details supplied) in Tramore, County Waterford.

The person concerned claimed unemployment benefit on 19 May 1982. Inquiries were necessary to confirm that the claimant was available for employment. These have now been completed and the claim has been allowed. Payment of all arrears due to her will be made this week. Further weekly payments will continue to be made as they fall due.

asked the Minister for Social Welfare the reason an old age pension allowance has not been paid to a person (details supplied) in Bagenalstown, County Carlow.

The person concerned attained 66 years of age on 8 May 1982 and claimed a contributory old age pension but as he had less than the minimum average number of contributions required over the prescribed period he did not qualify for payment of the pension.

As he had been employed in Great Britain his entitlement to a pro rata pension under EEC Regulations was examined and it was found that he was entitled to this pension at the rate of £18.21 a week.

His eligibility for non-contributory old age pension was investigated at the same time and he was awarded this pension at the rate of £18.75 a week on a provisional basis pending the decision of the old age pension committee and the pension book was issued on 16 June 1982. Two pensions may not be paid simultaneously and he was granted the greater one which is the non-contributory pension.

asked the Minister for Social Welfare if he will pay unemployment assistance to a person (details supplied) in Rosscarbery, County Cork.

The person concerned claimed and was allowed unemployment benefit from 19 May 1982. All arrears of benefit due to him will be paid this week. He ceased signing the unemployed register on 7 June 1982.

asked the Minister for Social Welfare if he will pay unemployment assistance to a person (details supplied) in Ballydehob, County Cork.

The person concerned claimed unemployment benefit on 13 January 1982. Inquiries were necessary to establish the class of contribution rate appropriate to her employment and these inquiries were recently completed. Her claim however was refused by a deciding officer on the grounds that she was not available for employment.

It is open to the person concerned to appeal against the decision of the deciding officer if she is dissatisfied with the decision in her case. A form on which to lodge her appeal may be obtained from her local office.

As the person is a married woman dependant on her husband she is not eligible to apply for a qualification certificate which is a prerequisite for the receipt of unemployment assistance.
