asked the Minister for Defence the current rates of gratuity paid to members of the first and second line reserve; the requirements and obligations prior to payment for both the first and second line reserve; the reasons for the disparity in the gratuity rates paid to first and second line reserves and whether any changes are envisaged by 31 December 1982; the number of officers, NCO's and men in the first line in December 1959 and on 30 April 1982; and the number of officers, NCO's and men of the first line who attended annual training in 1959, 1969 and 1981.

The information requested by the Deputy is as follows:

(a) Current rates of gratuity payable to members of the Reserve Defence Force

(b) Conditions governing the issue of gratuities Reserve of Officers (First Line) and Reserve of Men (First Line): Gratuities are payable provided the specified period of annual training is completed.

FCA and Slua Muirí: In addition to completing the specified periods of full-time training or instruction, members of the FCA or Slua Muirí must have attended at least two local training parades (or their equivalent in field days, overnight camps and/or employment on security duties) for each month of their service since the commencement of the training year concerned.

(c) Gratuities payable to members of the Reserve of Officers (First Line) and the Reserve of Men (First Line) vis-à-vis those payable to members of the FCA and Slua Muirí and the likelihood of changes in 1982: There is no fixed relationship between the rates of gratuity payable to the Reserve categories mentioned. The rates of gratuity have evolved over the years having regard to the different conditions of service of each category. The Reserve of Officers (First Line) and the Reserve of Men (First Line) consist of personnel who have served in the Permanent Defence Force and are therefore fully trained.

The rates of gratuity are kept underreview. The rates were last increased with effect from 1 January 1981.

asked the Minister for Defence whether second line reserve personnel at present on full-time security duty, will be allowed to transfer, under any circumstances, to the Permanent Defence Forces with their existing ranks; the pension arrangements available to second line reserve personnel at present engaged on full-time security duty; and whether any further second line reserve personnel will be allowed to undertake security duty during 1982.

Special arrangements to allow for the enlistment in the Permanent Defence Force of certain FCA enlisted personnel serving on full-time security duties are being considered at present.

Service in the FCA is not qualifying service for pension or gratuity purposes under the Defence Forces (Pensions) Schemes.

It is not proposed to call out further FCA personnel on full-time security duties.
