Written Answers. - Water and Sewerage Schemes.

asked the Minister for the Environment the reason for the delay in sanctioning the moneys necessary for the commencement of Listowel regional water scheme, County Kerry; and when the appropriate sanction will be issued.

I have approved the acceptance of tenders for the civil works and pumping plant contracts of the Listowel regional water supply scheme and a loan to finance the scheme is being processed at present by my Department.

asked the Minister for the Environment the reason for the delay in sanctioning the moneys necessary for the commencement of the Castletownshend water supply scheme, County Cork; and when the appropriate sanction will be issued.

Tenders for this scheme were submitted to my Department in May 1982 and are under consideration. I am not yet in a position to say when a decision on the tenders will issue to the local authority. The question of finance for the scheme is dependent on the overall capital resources available for the sanitary services programme, and the number of schemes in County Cork already fully approved for which financial provision must be made.

asked the Minister for the Environment when he will sanction Midleton sewerage scheme, County Cork, incorporating a full treatment plant in line with the public commitment given to the people of the area in May 1981.

Revised preliminary proposals for Midleton sewerage scheme, which were submitted to my Department on 13 January 1982, are at present being examined and have been the subject of some correspondence with the local authorities concerned. I am not yet in a position to say when a decision regarding these proposals will issue to the local authority.

asked the Minister for the Environment when a £1,000 new house grant and the first instalment of the mortgage subsidy will be paid to a person (details supplied) in Kells, County Meath; when the application was received; and when the inspection was carried out.

A grant will be paid shortly. Payment of the first instalment of the mortgage subsidy will be made on receipt of a certificate from the lending agency that repayment for the six months following the execution of the mortgage have been made.

An inspection carried out on 30 April 1982, in connection with the structural guarantee scheme, revealed that this house was completed satisfactorily and occupied by the person named. However, the application for the grant and subsidy was only received on 29 April 1982.

asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Kilkenny under the old scheme.

Under the Housing Regulations, 1980, as amended, the latest date for completion of work was 30 June 1981. As this statutory requirement was not complied with in this case a grant cannot be paid.

asked the Minister for the Environment if he will arrange to have an early inspection carried out for a £1,000 new house grant for a person (details supplied) in Piltown, County Kilkenny.

My Department's inspector called recently but could not gain admittance to the house. A further inspection is being arranged.

asked the Minister for the Environment if he will arrange to have an early inspection carried out for a new house grant for a person (details supplied) in Waterford.

The file in this case is already with the inspector for investigation and report with a view to the payment of a grant. The inspection will be carried out as soon as possible.

asked the Minister for the Environment the reason a grant for installing new aluminium windows has not been paid to a person (details supplied) in Crosspatrick, County Kilkenny, as the application was made in good time.

As the file in this case is with the Department's local inspector I am not in a position to say why a grant has not been paid. I will communicate with the Deputy on receipt of the inspector's report.

asked the Minister for the Environment if he will arrange with Kerry County Council to carry out urgently an essential repair under the grant scheme to the home of a person (details supplied) in Castlemaine, County Kerry, in view of the bad conditions in which she resides.

Under the Housing Regulations, 1980, the processing of applications for grants under the essential repairs scheme is entirely a matter for the local housing authorities. I have no function in arranging the execution of remedial works under the scheme.

asked the Minister for the Environment the amount of the grant allocated to Cornamuckle group water scheme, County Galway; and when the grant will be paid.

On 10 March 1982, grants totalling £19,558 were allocated to the Cornamuckle group water scheme under the FEOGA Western Aid package, as follows:

To date, grants totalling £17,380 have been paid to the group.

(Cavan-Monaghan) asked the Minister for the Environment whether a person (details supplied) in Cootehill, County Cavan, is an applicant for a home improvement grant; if so, when it will be paid; and if he will make a statement on the matter.

According to my Department's records the person named is not an applicant for a house improvement grant, under either the present or former schemes.

asked the Minister for the Environment when two persons (details supplied) in Tramore, County Waterford, will receive the £4,000 new house grant; and if he will make a statement on the matter.

The file is with the inspector for investigation and report with a view to payment of a grant. The question of payment of the subsidy does not arise until the grant has been paid and at least six months have elapsed from the date of execution of the mortgage deed.

asked the Minister for the Environment when an inspection will take place for a house improvement grant for a person (details supplied) in Wellingtonbridge, County Wexford.

An inspection with a view to the approval of a grant will be carried out in this case as soon as possible.

asked the Minister for the Environment if his Department have received an application for a reconstruction grant since 1979 from a person (details supplied) in Clarinbridge, County Galway.

There is no record of the receipt in my Department of an application for a house improvement grant from the person named.

asked the Minister for the Environment when a £1,000 new house grant will be paid to a person (details supplied) in Oranmore, County Galway.

When the applicant forwards the necessary documentation requested by my Department, the question of the approval and payment of a grant will be determined as soon as possible.

683.

asked the Minister for the Environment if it is proposed to sanction a reconstruction grant for a person (details supplied) in Clarinbridge, County Galway.

A grant cannot be allowed in this case, because, contrary to a qualifying condition of the scheme, the work had commenced before an inspection of the house was carried out. The applicant was so informed on 22 December 1981.

asked the Minister for the Environment if he will sanction the commencement of work on a new housing scheme for Bandon, County Cork.

Under devolved procedures local authorities may build schemes of up to 60 houses or less without my prior sanction, subject to a number of requirements including agreement to unit costs and keeping within the available capital allocation. The unit cost for a nine house scheme at Clancoolmore, Bandon, has been recently approved and I understand that Cork South County Council hope to commence work on the scheme shortly.

asked the Minister for the Environment if he will allocate a grant for the provision of a community recreation hall on Bere Island, County Cork.

It is understood that details in regard to this project which have been requested from Cork County Council are being submitted to my Department within the next few days. When these particulars have been received a decision in regard to the making of a grant will be made without delay.

asked the Minister for the Environment when a £1,000 house grant will be paid to a person (details supplied) in Raheen, County Limerick.

The grant will be paid when an inspection establishes that the house has been satisfactorily completed and occupied and the other conditions applying to the grant scheme have been complied with.

asked the Minister for the Environment when a reconstruction grant will be paid to a person (details supplied) in County Limerick.

There is no record of the receipt in the Department of an application for a house improvement grant from the person named.
