asked the Minister for Industry and Energy if his Department have yet established a management advisory committee in accordance with the recommendations of the Devlin Committee which were accepted by the Government in 1969; and if not, the reason.

This Department was set up subsequent to the Government decisions of 1977 and 1978 regarding Civil Service restructuring. The inclusion of the Department in the programme of restructuring was not, therefore, possible at the time. The functions of the Department were very substantially altered in the course of the last year and certain consequential aspects have still to be settled.

Essential management advisory functions have been dealt with on an informal basis and more formal arrangements will be adopted as soon as circumstances permit.
