asked the Minister for Finance if his Department is participating in the lateral mobility scheme allowing staff to move at the same level both (a) between Departments of State and (b) to and from outside bodies; if not, the reason; and, if so, the number of his staff who have so far availed themselves of the scheme to move to and from (a) other Departments and (b) outside bodies.

My Department are participating in the lateral mobility scheme, but the number of transfers under the terms of the scheme has been small. Since the inception of the scheme two officers have been involved in transfers, one from the Department to an outside company and another from a Government office to the Department.

Quite apart from mobility under the scheme, there already exists a considerable degree of mobility in the Department, with 28 officers currently serving outside the Department with other Departments, State bodies and international bodies, and seven officers on loan to the Department from outside.
