asked the Minister for Labour if it is his intention to amend the Worker Participation Act, 1977 to enable the appointment of worker directors to the board of the Institute for Industrial Research and Standards in view of the fact that senior management and staff have been co-operating on a joint participation council for almost three years in preparation for the appointment of worker directors.

There is a commitment in the second national understanding to extend the principle of employee participation at board level to additional State enterprises. In accordance with this commitment, I am considering, in conjunction with the Departments concerned, proposals to amend the Worker Participation (State Enterprises) Act, 1977, to designate a list of additional State enterprises for this purpose. When consultations with Departments have been completed, I intend to seek the approval of the Government for the preparation of the necessary legislation.
