asked the Minister for Transport if his Department are participating in the lateral mobility scheme allowing staff to move at the same level both (a) between Departments of State and (b) to and from outside bodies; if not, the reason; and, if so, the number of his staff who have so far availed themselves of the scheme to move to and from (a) other Departments and (b) outside bodies.

My Department are participating in the mobility scheme as far as other Departments and outside bodies are concerned. In response to an invitation a total of 31 officers in the Department have indicated an interest in participating in the scheme. To date no exchanges have been effected under the scheme. At present, however, a total of five officers of the Department are serving with outside bodies and international organisations of which Ireland is a member; they are on special leave without pay or on a repayment basis. In addition, from time to time a number of officers are on loan to other Departments in the context of a variety of inter-Departmental competitions.
