asked the Minister for the Environment if he intends to introduce legislation to remedy the present anomaly whereby a single objector can prevent the carrying out of local improvement schemes by a local authority.

The local improvement scheme operates under the principle of voluntary consent given by all the parties involved in an individual project. I am satisfied, as were previous Ministers, that legislation to empower county councils to proceed with a project in the absence of consent by one or more of the parties whose lands or interests would be affected by it, would not be justified.
