Estimates, 1982. - Vote 46: Foreign Affairs.

I move:

That a sum not exceeding £13,027,000 be granted to defray the charge which will come in course of payment during the year ending on the 31st day of December, 1982, for the salaries and expenses of the Office of the Minister for Foreign Affairs, and of certain services administered by that Office, including certain grants-in-aid.

We are discussing a Supplementary Estimate of £100,000 with the main Estimate.

Could the Minister give some details of what the Supplementary Estimate is for?

I can. It is for a new subhead. It is for North-South and Anglo-Irish Co-operation. It is proposed that under this we will allocate to Co-operation North £50,000 and £20,000 to Glencree Reconciliation Centre and a sum of £30,000 to the proposed Anglo-Irish Co-Operation.

Have the Minister's Department been invited to participate in the proposed savings of £45 million? Are there any savings under any of the subheads?

The answer to the first part of the Deputy's question is yes and in relation to the second half of his question I am examining all aspects of the Department to see where these savings can be effected.

Did the Minister make any recommendations to the Government?

Not yet but I hope I will be able to do so.

The Minister for Finance has informed the House and other bodies that each Department made their submissions to the Government in relation to how they anticipated achieving savings in their areas and that the Department were now busily involved in collating that information and presenting it to the Government. The Minister for Foreign Affairs has now told us that his Department have not made any proposal to the Government.

I am sorry if I misled the Deputy. We have made proposals but no agreement has been reached on them.

That is a different matter.
