andMr. Keating asked the Minister for Trade, Commerce and Tourism if he will state in accordance with the recommendations of the Public Services Organisation Review Group, whether his Department have yet been divided into an aireacht and executive units with responsibility for policy formulation and implementation respectively; if not, the reason; and if he intends to make such arrangements.

My Department have been involved for a number of years in a programme of restructuring based on the recommendations of the Public Services Organisation Review Group. The first phase was completed in 1980. This involved some reallocation of functions as between line divisions and the establishment of staff support units in the Department. A second phase, involving, among other things, the examination of possible activities for devolution to executive units, is currently proceeding. Devolution of a practical kind already exists in respect of the tourism and foreign trade promotion functions which have been entrusted to State agencies created by the Oireachtas.

andMr. Keating asked the Minister for Trade, Commerce and Tourism if he will state in respect of commercial State bodies under his aegis, whether he has accepted recommendation number 11 of the Public Services Organisation Review Group (a) that the activities of the bodies should be broken down by sub-goals; (b) that where an activity is economic there should be a minimum of interference; and (c) that where a loss is involved, the position should be kept under review.

There are no State bodies under the aegis of my Department which come within the definition of commercial as contemplated by the question.
