andMr. Keating asked the Minister for Labour if he will state in accordance with the recommendations of the Public Services Organisation Review Group, whether his Department have yet been divided into an aireacht and executive units with responsibility for policy formulation and implementation, respectively; if not, the reason; and if he intends to make such arrangements.

A joint project team, comprising representatives of the Department of the Public Service and my Department, has been examining the implementation of the aireacht/executive unit and related concepts, as recommended in the report of the Public Services Organisation Review Group, in my Department. The team recommended the following overall structure for the Department: an aireacht; staff support units for Personnel / Organisation; Finance; and Planning; two executive offices, viz. a National Manpower Office and a Safety, Health and Welfare Office. This structure was discussed with the various staff interests and by the management advisory committee and agreed generally.

A report on the establishment of a National Manpower Office as an executive unit has been completed and is being examined in my Department. This report will be discussed soon with the various interests. The joint project team is at present examining the development of the finance and planning functions.

A management advisory committee has been established. The examination of restructuring of the Department will assist development of the role of the management advisory committee in the context of the new structure of the Department.

The restructuring of the Department is an on-going process and it is my intention to press forward in the matter as quickly as possible.

andMr. Keating asked the Minister for Labour if he will state in respect of commercial State bodies under his aegis, whether he has accepted recommendation number 11 of the Public Services Organisation Review Group (a) that the activities of the bodies should be broken down by sub-goals; (b) that where an activity is economic there should be a minimum of interference; and (c) that where a loss is involved, the position should be kept under review.

None of the State bodies under the aegis of my Department would be classified as commercial under the terms of the Public Services Organisation Review Group report.
