In none of the public sector bodies for which I have a statutory sanctioning authority have I sanctioned pay awards which exceed the terms of the public service pay agreement. In the small number of cases known to me where the terms of the public service pay agreement were exceeded in the public sector the excess was either marginal or involved productivity considerations.
