asked the Minister for Posts and Telegraphs if he is aware that citizens of the Republic who live in Northern Ireland must pay postage on all letters addressed to Departments here; and if he will approach the British authorities with a view to agreeing on reciprocal arrangements whereby letters addressed to Departments in either jurisdiction will not need a postage stamp.

The Deputy may not be aware that the British postal authorities insist on the prepayment of postage on all items of mail addressed to their own Government Departments or Members of the British Parliament. Prepayment of postage is the general practice among postal administrations and exceptions are not favoured. I do not in the circumstances propose to approach the British authorities to make an exception in the case of letters addressed to Government Departments here.
