asked the Minister for Social Welfare if he intends to establish a system for the independent management and control of policy in respect of the Social Insurance Fund so that it will be depoliticised and that contributions to it by employers and employees will be seen to be real insurance contributions and not merely a form of taxation paid towards the implementation of policies decided by the Government without reference to the wishes of the contributors.

The financing of the system of social insurance benefits administered by my Department by means of the Social Insurance Fund is determined by statute and the bulk of the fund comes from the contributions of employers and employees collected under the PRSI system. The future operation of the system will be considered by the Government in the overall context of the report of the Commission on Taxation which is expected shortly.
