Vol. 337 No. 11

Written Answers. - State Boards Personnel.

386.

asked the Minister for Industry and Energy if he will give a list of all civil servants and ex-civil servants in all State boards under the aegis of his Department; and the fees and expenses payable to each such person at 31 December 1981 and 31 March 1982.

The following civil servants are currently serving on the boards of State-sponsored Bodies under the aegis of my Department:

Name

Board

Mr. Seán Fitzgerald

Industry and Energy

Irish National Petroleum Corporation Ltd.

Mr. Seán O'Muiri

Mr. Cormac O'Connor

Industry and Energy

Mr. John Hogan

Industry and Energy

Shannon Free Airport Development Company Ltd.

Mr. Greg Flanagan

Ceimici Teoranta

Mr. Dan Turpin

Environment

Industrial Development Authority

Mr. Donal O'Mahony

Transport

Shannon Free Airport Development Company Ltd.

Mr. Frank O'Donoghue

Finance

National Enterprise Agency Ltd.

With the exception of Mr. Turpin, the civil servants involved do not receive a fee for their membership of State boards. This is in accordance with the one-man-one-salary principle for public servants as recommended by the Review Body on Higher Remuneration in the Public Sector. Mr. Turpin was appointed before the one-man-one-salary principle came into effect and he has accordingly been permitted to retain his fee of £800 per annum in respect of his membership of the Industrial Development Authority.

There are also two retired civil servants currently serving on State boards under the aegis of my Department:

—Mr. J. T. Godfrey, former Deputy Secretary of the Department of Industry and Commerce, is a member of the Board of Irish Steel Ltd., for which he receives an annual fee of £720, and

—Mr. John Donovan, former Assistant Secretary in the Department of Industry and Commerce, is a member of the Board of SFADCo, for which he receives an annual fee of £520 and is also a member of the Board of Mín Fhéir Teoranta, for which he receives an annual fee of £320.

As regards expenses payable to directors on State boards, the position is that each director is entitled to be paid his reasonable travelling, hotel and other expenses in respect of attendance at meetings or in respect of journeys undertaken on the business of the particular State Body. Such expenses are generally payable at the rates and subject to the regulations appropriate to civil servants of the highest grade. I do not have information as to the exact amount of expenses actually paid to the persons involved on the dates mentioned by the Deputy. This is a matter for the day-to-day administration of the State-sponsored bodies in question.
