asked the Minister for Posts and Telegraphs if he is aware of an application by a person (details supplied) in Dublin to have a telephone transferred; and if he will make a statement on the matter.

290.

asked the Minister for Posts and Telegraphs if he will state, in view of the high incidence of faults in the Dublin area, many of which appear to be brought about by cable failure caused by flooding, whether specifications for such cables included reference to resistance to the effect of such flooding; if not, why; and, if so, the reasons for the present problem.

Cables in use by my Department conform to internationally defined standards. These include, as appropriate, water-resistant standards.

Damage to insulation of cables can be caused by a variety of factors including excavation during road works, building, etc., by traffic vibration and by chemical ageing, as well as through defective cable joints. A special programme of preventive maintenance is in hands in the Dublin 01 area with a view to reducing the incidence of cable outages through flooding. In addition, all main junction and subscriber cables are being pressurised to reduce that risk further and it is expected that this programme, which will bring benefits according as the work proceeds, will be completed within the next two years.

asked the Minister for Posts and Telegraphs if consideration has been given to substituting tokens for coins in public telephones in order (1) to combat robberies and (2) to effect savings when telephone charges are changed; and the outcome of the consideration being given to this matter.

In evaluating the possible use of coins, tokens or special credit cards for making calls from public telephones the general convenience of all customers is the main consideration. Public telephones which are operated by coins rate highly in this respect. Tokens are less convenient for customers particularly for trunk calls and the use of token is being abandoned by the few telecommunications administrations which have used them in the past.

My Department have participated in a market study regarding the possible use of special credit cards for making calls for public telephones. They are keeping in touch with the results of experimental credit card systems set up recently by a number of European telecommunications administrations with a view to the possible introduction of such systems here.
