asked the Minister for the Environment if his attention has been drawn to the lack of information available to local authorities regarding the transport of toxic substances and the inability of authorities to deal with pollution caused by the spillage of such substances; and his plans to rectify this unsatisfactory situation.

Local authorities, on foot of guidelines issued by my Department, are currently reviewing their emergency plans for dealing with a variety of incidents, including incidents involving dangerous substances. The main purpose of emergency planning in so far as local authorities are concerned is to ensure that their services (fire, pollution, sanitary, etc.) are prepared and equipped and their personnel trained to respond quickly and efficiently to such incidents. My Department are also preparing further advice on this matter for issue to local authorities.

The Minister for Labour has certain responsibilities for the control of dangerous substances under the Dangerous Substances Act, 1972. Our two Departments are examining possible arrangements to improve the information available to local authorities in this matter including information related to the transport of toxic substances.
