asked the Minister for the Environment if he is aware of the continued presence of traders on the open space at Foxrock Park, County Dublin, despite the apparent undertaking in a recent Dáil debate on the subject; and the urgent and conclusive action he will take in the matter.

In the course of my reply to the Second Stage debate on the Local Government (Planning and Development) Bill, 1982, on 14 July, I outlined the powers of planning authorities to deal with unauthorised development and made it clear that the use of land for caravanning or camping constitutes development requiring planning permission. Beyond that I gave no undertaking and would have no power to do so. It is a matter for the local authority to consider the use to be made by them of these and of the other powers available to them, including provisions in the Sanitary Services Act, 1948, in relation to temporary dwellings, and in the Litter Act, 1982, to deal with situations of this kind.
