On Second Stage I drew the Minister's attention to this section. In this Bill it says the Minister for Finance will have to approve the borrowing, but that was not the point I made, although that was the point the Minister answered in his concluding speech. It is normal practice in a Bill that a borrowing limit be set at a particular figure. In this case the borrowing will be relatively small and I accept that the Minister for Finance will have to approve the borrowing.

I accept that point but as the Deputy knows, the Bill was drafted during his term as Minister and I presume if he felt very strongly about that provision it might have been included.
I hope the incoming Government will follow the example set by me in relation to the appointment of directors to this board. There are three lady members on this board who have set a very high standard — there is a lady chairperson. I hope in years to come this practice will be continued because these ladies have a very big contribution to make in the area of arts, crafts and design.
I am glad to hear the outgoing Government pay some attention to the type of person appointed to State bodies. During my time as Minister for Education I went out of my way to appoint a number of female members to boards. I share the Deputy's interest and concern that there should be the best possible representation of both sexes on boards when their contribution is likely to be of a very high standard.
