asked the Minister for Finance the name, position, rank, terms and conditions of appointment and salaries of any non-established civil servants appointed by him or his Minister of State on a full time or part time basis up to 26 January 1983; and, if they are on secondment, the agencies or bodies from which they were seconded.

The following are the relevant details in respect of non-established civil servants who have taken up duty in my Department since 14 December 1982 other than those (a) appointed as a result of competitions held by the Civil Service Commission, (b) arising in the normal course of promotions, and (c) appointed to posts listed as scheduled occupations in the first schedule to the Civil Service Commissioners Act 1956.

Miss Bernadette Grogan, Personal Secretary to the Minister for Finance; Mr. James Reilly, Personal Assistant to the Minister of State at the Department of Finance.

Both officers are on secondment from the Houses of the Oireachtas where they served as secretarial assistants. Appointments will be made under Civil Service Commission excluding orders and will terminate not later than the date on which the present Government cease to hold office.

The appointees will be required to carry out any duties assigned to them by the Minister for Finance and the Minister of State at the Department of Finance respectively as appropriate to the positions.

Miss Grogan will remain on the pay scale applicable to secretarial assistants in the Houses of the Oireachtas. Her present point on the scale is £119.52 per week. In addition she will be paid a temporary non-pensionable allowance of £11 per week.

Details of salary for Mr. Reilly have not yet been finalised.

The following is the additional information requested in relation to the staffing position during the term of Office of the previous Minister for Finance, Deputy MacSharry and his Minister of State, Deputy S. Barrett.

Number of non-established civil servants appointed, Nil; Number of appointments in the public interest, Nil; Number of officers serving in the Department who had been appointed in the public interest by a previous Minister (Deputy M. O'Kennedy), One (Mrs. Philomena Smith, Executive Officer).

asked the Minister for Finance if any agencies, companies or individuals of a consultancy, advisory or publicity nature have been appointed by him or his Minister of State up to 26 January 1983; and if so, if he will give full details of such appointments in respect of remuneration etc.

No such appointment has been made by me or by the Minister of State at my Department.
