There is no record in my Department of the receipt of an application for a house improvement grant from the person named.

asked the Minister for the Environment when an inspector will visit a person (details supplied) in County Galway in regard to his application for a reconstruction grant which was lodged in September 1982.

There is no record in my Department of the receipt of an application for a house improvement grant from the person named. There is, however, an application from a person with the same surname but a different christian name from the same address. As the Department's inspector could not gain access to the house when he called, the necessary inspection could not be carried out. The applicant has been requested to notify the Department of his arrangements to have the house open for inspection. On receipt of this notification an inspection will be arranged with a view to approval of the grant, if in order.

The Housing Regulations, 1980, require an applicant under this scheme to establish that on or before 21 January 1980, the work had commenced or that he had entered a contract to have the work carried out or that he had purchased the materials necessary for the execution of the work. In the absence of satisfactory evidence establishing eligibility in this case, a grant cannot be paid.

A grant cannot be allowed in this case because, contrary to a qualifying condition of the scheme, the facilities for which the grant was sought were already in existence in the particular house. The applicant has been so informed.

Under the scheme of house improvement grants for works commenced prior to 1 November 1977, the latest date for claiming payment of the grant was 31 January 1980. The works in this case began in 1974 and an instalment of the grant approved was paid in August 1977. As a claim for payment of the balance of the grant was not received in the Department prior to the closing date, it cannot now be paid.

asked the Minister for the Environment if he will arrange for the immediate payment of a £1,000 new house grant and a mortgage subsidy to a person (details supplied) in County Galway.

A new house grant of £1,000 has been approved in this case and an inspection with a view to payment of the grant will be arranged when the applicant notifies my Department that the house is complete and occupied. When the applicant submits information requested in May 1982, my Department will be able to assess his eligibility for the mortgage subsidy.
