Vol. 339 No. 7

Written Answers. - Grant Payments.

252.

asked the Minister for the Environment if he will arrange for a house improvement grant to be paid to a person (details supplied) in County Kilkenny as the application has been approved.

Payment of the grant approved in this case will be made if and when the applicant submits evidence of the receipt of planning permission for the works in question. No such evidence has been received in the Department.

253.

asked the Minister for the Environment if he will arrange to have a final inspection carried out for a new house grant for a person (details supplied) in County Kilkenny as the work has been completed for some time.

Under the terms of article 11(b) of the Housing Regulations, 1980, a grant cannot be paid in this case, as the applicant was in occupation of the house for more than one year prior to the receipt of his application in my Department.

254.

asked the Minister for the Environment when a small builder's site subsidy will be paid to a person (details supplied) in County Dublin.

Private site subsidy is not payable directly to individuals but, under section 9 of the Housing (Miscellaneous Provision) Act, 1979, a subsidy is paid by my Department to housing authorities towards the annual loan charges incurred in respect of the provision by them of sites for private houses. The subsidy is one-third of the loan charges incurred on borrowings, up to a maximum for such borrowings of £1,500 per site.

The payment of the subsidy is dependent on the fulfilment of certain conditions relating to the eligibility of the purchaser, floor area of house, density and sale price of site. The value of any subsidy payable is generally passed on to the purchaser in the sale price of the site.

Subsidy claims from Dublin County Council, which include a claim for the site provided at Alpine Heights for the person named, are at present being examined in my Department and payment will be made in due course if in order.

255.

asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Wexford.

Under the relevant scheme of house improvement grants the latest date for the completion of work was 31 December 1978 and the latest date for claiming payment of the grant was 31 January 1980. As these requirements were not complied with in this case, a grant cannot be paid.

256.

asked the Minister for the Environment when a new house grant will be approved and paid to a person (details supplied) in County Wexford.

An approval certificate will be issued and the grant paid when an inspection establishes that the house has been satisfactorily completed and that the other conditions applying to the grant scheme have been complied with. The inspection will be carried out shortly.

257.

asked the Minister for the Environment if he will arrange for the immediate payment of a £1,000 new house grant to a person (details supplied) in County Galway.

The applicant in this case has been requested to submit documentation to my Department in support of his application. When this is received, an inspection will be arranged with a view to the allocation and payment of a grant, if in order.

asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Wexford.

A grant cannot be allowed in this case because, contrary to a qualifying condition of the scheme, the work had commenced before an inspection of the house was carried out. The applicant has been so informed.

There is no record in my Department of the receipt of an application for a house improvement grant in this case. However, in view of the Deputy's statement that an inspection of the house was carried out by the Department's inspector for grant purposes, the matter is being further investigated. The Deputy will be informed of the outcome in due course.

As the house was unoccupied when the Department's inspector called, the necessary inspection could not be carried out. The applicant has been requested to notify the Department of his arrangements to have the house open for inspection. On receipt of this notification, an inspection will be arranged with a view to the approval of the grant, if in order.
