asked the Minister for the Environment the present position in regard to an application for a mortgage subsidy from a person (details supplied) in County Galway.

The applicant in this case has been requested to confirm the date of execution of the mortgage deed. On receipt of this information, his application for the mortgage subsidy will be considered further.

asked the Minister for the Environment if a mortgage subsidy is being paid to a person (details supplied) in County Galway.

There is no record in my Department of the receipt of an application for mortgage subsidy from the person named.

asked the Minister for the Environment the reason certificates of provisional approval for the mortgage subsidy are being issued before his Department checks the date of execution of the mortgage deed with the local authority as this practice has resulted in applicants being given a provisional approval and then being informed by the local authority several months later that they do not qualify due to changes in the regulations since the scheme was introduced.

Serious delays in dealing with applications would occur if details supplied by each applicant, such as the date of execution of the mortgage, had to be checked with a lending agency before the provisional approval issued. My Department issue such provisional approval as quickly as possible, on the basis that the information supplied by the applicant is correct, in order to assist him with the financial planning of his house, i.e. the certificates may be needed to obtain bridging finance.

If the checks which have been built into the scheme later reveal that an applicant, despite what he claimed on the form, does not comply with the conditions of the scheme, then his application is rejected.
