asked the Minister for Labour if he will state in regard to the youth employment scheme the type of community effort that will qualify for a grant; the local capital necessary before the scheme starts; and if the committee will be liable for consideration as employers for the purpose of PRSI.

Any feasible work project proposed by a community group for the employment of young people on desirable community works of a type which would not otherwise be undertaken in the normal course at the present time will be sympathetically considered for assistance under my Department's youth employment scheme.

It is essential that the local group should have sufficient funds itself to meet any expenses over and above the grant-aid allowed under the scheme. Project organisers take on the full responsibility of employers, including the employer's PRSI contribution.
