asked the Minister for Finance the reason the 1 per cent Youth Employment Levy is being deducted from the money which is sent by the Department of Social Welfare to a contractor (details supplied) in County Galway; and why this contractor has in turn to deduct a further 1 per cent Youth Employment Levy from the salaries of his staff; and if he will make a statement on the matter.

I am informed by the Revenue Commissioners that the youth employment levy is deducted in the manner set out in the Deputy's question in accordance with the provisions of the Youth Employment Agency Act, 1981, and the regulations made thereunder (Youth Employment Levy Regulations, 1982 — S.I. 84 of 1982). Changes in that Act and in those regulations are a matter for the Minister for Labour.

Representations have been made by representatives of the contractors concerned to the Department of Social Welfare and are under consideration.
