asked the Minister for the Environment when a long outstanding housing grant will be paid to a person (details supplied) in County Westmeath as this grant was approved under the old scheme.

: Applications received under the previous scheme of new house grants were subject to a means test. A satisfactory certificate of income (Form S.L. 82) has not been received from the local authority in this case. When it is, a final inspection will be arranged with a view to payment of a grant if in order.

asked the Minister for the Environment if he is aware of the great hardship and frustration being experienced at present by applicants for reconstruction, water and sewerage grants, due to the long wait for a second visit from an inspector which arises when applicants are not at home at the time of the first visit; and if he will make a statement on the matter.

asked the Minister for the Environment if he will consider some method of rationalisation whereby applicants for reconstruction, water and sewerage grants will not have to wait long for an inspection; and if he will make a statement on the matter.

: I propose to take Questions Nos. 607 and 608 together.

It is my Department's policy to have inspections carried out within six weeks or so of receipt of completed application forms. For geographical reasons and because of the need to arrange inspectors' visits on an economic basis, it is possible that from time to time there may be longer delays in individual cases. Every effort is made to try to avoid this. In cases where applicants are not at home when the inspector calls there is a standard procedure in operation: — the inspector leaves a card and calls again by appointment; if the applicant is not at home on the second occasion, the inspector returns the file to Headquarters where the matter is taken up directly by the Department with the applicant.

It may happen from time to time that the procedures set out are not fully complied with in particular cases. If the Deputy has any such cases in mind, arrangements will be made in the Department to look into them on receipt of the relevant details.

asked the Minister for the Environment when a reconstruction grant will be paid to a person (details supplied) in County Wexford.

: An inspection with a view to the payment of a grant will be carried out as soon as possible.

asked the Minister for the Environment when a £1,000 new house grant will be paid to a person (details supplied) in County Tipperary.

: There is no record in my Department of an application for a £1,000 new house grant from the person named.

An application was, however, received from this person under an old scheme of new house grants. This was rejected because the applicant's income exceeded the limit in operation under that scheme.

asked the Minister for the Environment if he will arrange for the immediate payment of a reconstruction grant to a person (details supplied) in County Galway.

: The grant will be paid shortly.
