asked the Minister for the Environment if he will give details of the financial allocation to each local authority; the method of assessing this allocation; whether a known shortfall exists affecting the continuation of normal services; and if he will make a statement on the matter.

: I propose to take Questions Nos. 672 and 673 together. The information sought is as follows:

Allocations for the various programmes/services are generally based on claims submitted by local authorities having regard to the financial provisions made available by the Government in the revised Public Capital Programme and the revised Estimates for Public Services. The amount allocated to individual authorities is assessed on a number of factors such as the demand for the service or project in the area, on-going programmes/projects in the area and general ability of the authority to proceed with the programme, and so on.

The allocations listed below are adequate for the continuation of normal services. In the case of local authority housing, the allocations cover commitments at 1 January 1983 and new starts up to the end of February. Additional allocations will be made later in the year to cover further housing starts. In the case of house purchase loans and sanitary services, the allocations will be kept under review during the year in the light of the demands in different areas.
