asked the Minister for Health if he will provide a medical card for persons (details supplied) in County Clare in view of the exceptional medical circumstances of their adopted child who suffers from a serious skin allergy which necessitates constant and expensive medication.

Determination of eligibility for medical cards is the statutory function of the chief executive officer of the health board. I undestand from the Mid-Western Health board that the persons in question made application for a medical card in 1982. This was refused on the grounds that the income considerably exceeded the guidelines set down for determining eligibility and that the treatment needed for the child would not cause undue hardship. If there has been a change in circumstances the family should contact the local office of the Mid-Western Health board at Bindon Street, Ennis, County Clare where consideration will be given to their case.
