asked the Minister for the Environment when a £1,000 new house grant will be paid to a person (details supplied) in County Kerry.

Under the terms of Article 7 (b) (ii) of the Housing Regulations, 1980, a grant cannot be paid in this case as the foundations of the house were poured prior to 27 May 1977. The person named has been so informed.

asked the Minister for the Environment when a reduced dependence on oil grant will be paid to a person (details supplied) in County Donegal.

This application cannot be processed further until evidence is submitted in accordance with the Housing Regulations, 1980 (as amended) establishing that on or before 21 January 1980:—

(a) the work had commenced, or (b) a binding agreement had been entered into to have the work carried out or (c) materials necessary for the carrying out of the work had been purchased.

The applicant was requested to submit this documentation on 21 August 1981.

asked the Minister for the Environment the reason a person (details supplied) in County Kilkenny is not being awarded a £1,000 new house grant even though she is the first owner/occupier of this house; under what specific regulation she is being denied this grant; if it is not a fact that she is being unfairly treated because of exceptional circumstances which applied at the time of the final inspection; and if the decision to refuse the grant is irrevocable in this particular case.

This applicant informed the Department in July 1982 that her house was completed and an inspection the following month revealed that it was rented and occupied by another family. The application was, therefore, rejected because the applicant failed to comply with the requirements of article 11 (1) (a) of the Housing Regulations, 1980, which provides that a grant shall not be paid to a person for the provision of a house unless the person occupies it on completion as his/her normal place of residence.

Having regard to the requirements of the regulations, I do not accept that she is being treated unfairly and I do not see any reason to revoke the decision already given in this case.

asked the Minister for the Environment the reason a person (details supplied) in County Kilkenny was refused a £1,000 new house grant.

The application for a new house grant from this person was rejected in December 1978 because the house as constructed had a floor area of 126.75 sq. metres, (1,364 sq. ft.) which is in excess of the statutory maximum of 125 sq. metres. (1,346 sq. ft). He was informed accordingly.

asked the Minister for the Environment when a final inspection for a house improvement grant will be carried out and payment issued to a person (details supplied) in County Wexford.

Notification of the completion of work has not been received in this case. However, an inspection with a view to the payment of the grant will be carried out as soon as possible.

asked the Minister for the Environment when inspection and approval for a house improvement grant application will be issued to a person (details supplied) in County Wexford.

An inspection with a view to the approval of a grant will be carried out in this case as soon as possible by appointment.

520.

asked the Minister for the Environment if he will indicate when a home improvement grant will be paid to a person (details supplied) in County Roscommon.

This application related to the installation of water and sewerage services and the provision of a bathroom. In relation to the installation of water and sewerage services my Department's inspector has been requested to further clarify the position with a view to establishing whether grants may be approved.

Further consideration of the application for a grant in respect of the provision of a bathroom has been deferred pending notification to my Department of the outcome of an application made to the local authority for a disabled person's grant in respect of the same work.
