asked the Minister for Industry and Energy if he is concerned at the importation of shoes; if he will investigate the licensing system under which shoes are imported; and if he will make a statement on the matter.

I presume that the Deputy's concern is related to the implications for Irish manufacturing firms of the present level of importation of footwear. This is a matter on which, because of our obligations as members of the EEC, freedom of action is limited. Within those limitations, however, Ireland has succeeded in recent years in having restrictions applied to imports from certain third countries. Because of the level of imports from third countries in 1982, my Department have for a number of months past been endeavouring to secure the agreement of the EEC Commission to restricting imports into Ireland from several additional third countries.

The operation of licensing arrangements in respect of imports of footwear is a matter for the Minister for Trade, Commerce and Tourism.
