asked the Minister for Industry and Energy if he will give details in respect of his Department or any office under his control of each person employed as a special adviser or consultant on contract by way of excluding order or otherwise appointed to that office or Department other than through the Civil Service Commission during the periods 5 July 1977 to 30 June 1981 and 9 March to 14 December 1982; the grades at which each such person served; the rate of remuneration paid; the dates at which the employments of any such persons ceased; if he will give details of any such persons who were appointed as permanent civil servants; the grade and rate of remuneration of persons so appointed; and the total cost of remunerating such persons in 1977, 1978, 1979, 1980, 1981 and 1982 from the dates of their initial employment.

Apart from certain persons engaged in a professional or specialist capacity for various specific projects arising in the course of the Department's normal activities the only such person appointed was Mr. H.B. Early who was appointed Special Assistant to the then Tánaiste on 15 February 1980. His salary was £17,252 per annum and his employment ceased on 1 September 1981.

Mr. Kevin P. O'Kelly was employed as a special assistant in the office of the Minister for Labour from 13 February 1978 to 24 April 1981.

He was on secondment from the Electricity Supply Board, to which employment he returned in April 1981.

The total cost inclusive of VAT which was payable on the ESB's invoices of remunerating Mr. O'Kelly was as follows:
