asked the Minister for the Environment if he will arrange for all engineers who are appointed by local authorities to sign an agreement on appointment to remain in the service of that authority for at least four years.

Permanent engineers are appointed by local authorities following recommendations from the Local Appointments Commissioners based on open competition in accordance with the provisions of the Local Authorities (Officers and Employees) Act, 1926. Under the law as it stands, the candidate recommended by the commissioners must be appointed and the local authority is not empowered to require an agreement on the lines mentioned by the Deputy.
