asked the Minister for the Environment the criteria used by inspectors in deciding in relation to grants, whether work has commenced in specific cases.

Whether or not work has commenced in any case prior to inspection is a matter of fact which is determined by an inspector at the time of his inspection. General criteria which would cover all cases are not, therefore, possible, having regard particularly to the different types of grants available and the wide range of works which may qualify.
