asked the Minister for the Environment if he will introduce legislation to empower Garda authorities to control illegal parking by street traders.

Parking on public roads is controlled in a number of different ways, all of which are enforceable by the Garda. The Road Traffic Acts themselves prohibit dangerous parking and obstruction of traffic. General traffic regulations made by the Minister for the Environment set out further rules for parking. Finally, parking by-laws, which may be made by the Garda Commissioner, may prohibit or restrict parking on certain public roads and impose other controls on parking.

I am satisfied that this statutory framework gives the Garda adequate powers to control parking generally, including that arising from trading in public places, whether under the Casual Trading Act, 1980, or otherwise.
