The decision to phase out the caretaker and clerk-typist schemes was adopted by the previous Government in connection with the preparation of the Estimates for Public Services 1983 and confirmed in the financial statement of the Minister for Finance of 9 February 1983 — page 6 of Principal Features of Budget.
