Written Answers. - Dublin Car Parking.

asked the Minister for the Environment if he is aware of the deterioration of the environment in the Portobello district of Dublin, an area bordered by Camden Street and Clanbrassil Street, and from the Canal to Long Lane, due to indiscriminate parking of vehicles owned by persons not residing in the area, which denies access of public service vehicles, refuse collection, ambulances, fire engines and consequential increases in pollution; and, if so, if he will arrange to introduce a parking permit system for residents living there.

The control and regulation of parking on public roads in Dublin city is primarily a matter for the Commissioner of the Garda Síochána and Dublin Corporation. Such parking prohibitions, restrictions and other requirements as are applicable to the specific area defined by the Deputy are provided for in the Dublin Traffic and Parking Temporary Rules, 1983, made by the Commissioner with my consent. In so far as the parking problems referred to by the Deputy involve violations of these rules, it would be a matter for the Garda to take appropriate enforcement action. With regard to the Deputy's suggestion that a parking permit system be introduced for residents of the Portobello district, it would be a matter for the Garda Commissioner to consider in consultation with Dublin Corporation if provision might be made for such a system in bye-laws or rules under the Road Traffic Acts.
