asked the Minister for Foreign Affairs if he will estimate the effect of EEC transactions and proposals as follows: (1) the amount of the UK refunds in actual terms and as a percentage of Gross National Product; (2) the effect, in actual terms, of the CAP package to the Irish economy and as a percentage of Gross National Product; (3) the equivalent milk tonnage of butter imported to the EEC; and (4) the equivalent milk tonnage attributable to the use of imported cereal substitutes.

1. Refunds have been made to the UK in respect of 1980, 1981, 1982 and 1983. The net amounts of the refunds and the percentage they represent of the UK gross national product in each of the years are shown below:

2. It is estimated that the Commission proposals on the CAP of 29 July 1983 would result in a direct loss to the Irish economy of about 1 per cent of GNP (approximately 130 million pounds in 1983 prices). The additional loss in the future would be even more significant by preventing the Irish dairy industry from realising its full potential.

3. The milk equivalent of butter imported into the Community (at 80 per cent butter fat content) was 256 million gallons in 1982.

4. It is not possible to provide an estimate of the contribution of imported cereals substitutes to milk production as precise figures on the use of such substitutes in milk production in the Community are not available.
