asked the Minister for Health if he accepts the recommendations in the Alma Ata report on the World Health Organisation conference in primary care; and, if so, the steps he is taking to implement them.

It is my belief that the development of an integrated strategy for the development of comprehensive primary health care, in accordance with the Declaration of Alma Ata, is the most rational basis for future health policy. The principles of Alma Ata have been reflected in the priority to be given to the development of community services, with particular emphasis on prevention. A working party is currently examining how primary health care can be strengthened through developing the role of the general practitioner. I intend to elaborate on my views on these issues in a Green Paper on the future of the health services, which is in course of preparation.
