asked the Minister for Communications if he entered into an agreement with the trade unions affiliated to the Post Office allowing for the abolition of the Civil Service status of Post and Telegraph employees now transferred to An Bord Telecom Éireann and An Post; the date of such an agreement; and the names of the unions or associations that are a party to the agreement.

The transfer of staff from the Department of Posts and Telegraphs to Bord Telecom Éireann and An Post on 1 January 1984 automatically involved a change in the status of those involved from civil servants to employees of State-sponsored bodies. The legislation establishing the new companies provides guarantees that there will be no worsening of the pay and conditions of transfered staff and that they will have the same degree of security of tenure they would have enjoyed had they remained in the Civil Service.

All aspects of the transfer affecting the staff, including the change of status, were discussed fully with the organisations representing all the staff involved, and a report outlining the result of these discussions was adopted by the departmental and staff organisation representatives on 30 December.

The staff organisations which were party to the discussions are: Post Office Workers Union, Irish Post Office Engineering Union, Post Office Management Staffs' Association, Union of Professional and Technical Civil Servants, GPO Departmental Officers Union, Telecommunications Officials Union, Civil Service Executive Union, Civil and Public Services Staff Association, Postmasters Association, Association of Higher Civil Servants.
