asked the Minister for the Environment if he will change the regulations pertaining to the driving test so that in an emergency an applicant can inform the Department at any time up to the appointed time of his test that he is unable to undergo it as in some cases an applicant may find that he is not in a position to inform the Department not later than three days before the test of his intention not to submit to a test because of illness or other emergency during that three day period.

I do not propose to change the regulations on the lines indicated by the Deputy. Provision already exists whereby the minimum of three days notice of cancellation normally required will be waived if exceptional circumstances, such as those outlined in the question, are established to the satisfaction of my Department.
