Written Answers. - Social Welfare Benefits.

asked the Minister for Social Welfare when unemployment benefit will be paid to a person (details supplied) in Dublin 8 as he has been unemployed since 15 August, 1983.

It has not been possible to trace receipt of a claim to unemployment benefit or assistance which refers to the person named in the details supplied.

Further inquiries in the matter will be made if the Deputy will furnish additional information to enable the person concerned to be identified.

asked the Minister for Social Welfare when arrears of a children's allowance will be paid to a person (details supplied) in County Wexford.

The person concerned claimed children's allowance on 21 November 1983 in respect of her first child who was born on 20 July 1983 and was awarded an allowance in respect of him from December 1983. An allowance book payable from that date at the rate of £11.25 has been issued to the claimant.

This was the earliest date from which payment could be made having regard to the date on which the claim was submitted. Accordingly, there are no arrears due in this case.

asked the Minister for Social Welfare the reason a double week of invalidity pension was not paid at Christmas to a person (details supplied) in County Wexford.

The person concerned is undergoing a course of re-training at the Rehabilitation Institute in Kilkenny. His invalidity pension has, with his permission, been payable through that Institute with effect from 24 November 1983. The pension book, which had been returned to the Department in December to effect a change of payee, was re-issued on 30 December 1983. Throughout this period the standard rate of pension was paid each week by the institute to the person concerned along with his training allowance. The extra week's pension granted prior to Christmas 1983 will be paid to him on 27 January 1984.

asked the Minister fro Social Welfare the reason disability benefit is not being paid on a regular basis to a person (details supplied) in County Wexford.

The person concerned claimed injury benefit from 10 November 1983 in respect of an incapacity which he attributed to an accident at work on that date.

Pending the completion of investigations arising from the accident, disability benefit was allowed on an interim basis from 15 November, the fourth day of certified incapacity and pay-related benefit from 2 December, the nineteenth day of incapacity. Payments have been issued on a regular basis as medical evidence is received.

Injury benefit has now been awarded from the date of accident and payment has been made in respect of this benefit over and above the benefit already paid on an interim basis.

asked the Minister for Social Welfare the reason pay-related benefit is not being paid to a person (details supplied) in County Wexford.

The person concerned has been paid disability benefit from 17 November 1983, fourth day of incapacity, to 17 January 1984, date of the latest medical certificate received. He is not entitled to pay-related benefit as the amount of disability benefit payable exceeds 80 per cent of his average reckonable weekly earnings in the 1981-82 tax year which governs his entitlement to pay-related benefit.

asked the Minister for Social Welfare when unemployment assistance will be paid to a person (details supplied) in County Carlow as he has been signing for over seven weeks.

The person concerned claimed unemployment assistance from 9 December 1983 and his case was referred to a social welfare officer for investigation of his means. Following the completion of inquiries he was assessed with means of £50 per week derived from self-employment.

Unemployment assistance at £38.05 per week, being the maximum rate payable to him £88.05 less £50 means, has been authorised and all arrears due will be paid to him this week. Further weekly payments of £38.05 will continue to be made as they become due.

asked the Minister for Social Welfare the reason a person (details supplied) in County Tipperary is receiving only £4.60 per week old age pension; and when this will be reviewed.

It was decided by the local pension committee on 28 October 1983 that the person concerned is entitled to an old age pension at the weekly rate of £4.60 from 1 July 1983. This is the rate of pension to which he is entitled having regard to the assessment of his means, consisting of income from casual farm labouring. If the pensioner feels that there has been a decline in his circumstances it is open to him to apply for an increase in pension.

asked the Minister for Social Welfare if he will review the means assessed in an unemployment assistance claim in the case of a person (details supplied) in County Galway.

The person concerned is in receipt of unemployment assistance at £8.75 per week which is the maximum rate payable to him £28.00 less means £19.25, derived from board and lodging on his father's holding. He appealed against the assessment of means and his case has been passed to an appeals officer for determination. The rate of unemployment assistance payable to him will be reviewed in the light of the appeals officer's decision.

asked the Minister for Social Welfare if he will review the rate of unemployment benefit in the case of a person (details supplied) in County Roscommon.

The person concerned claimed unemployment benefit on 13 May 1983 and his claim was authorised at £75.00 weekly increasing to £82.50 weekly being the maximum rate payable in his case.

The 85 per cent limit applicable to him is £77.49 weekly but as his flat-rate unemployment benefit exceeds this amount he is not entitled to pay-related benefit with flat-rate unemployment benefit. Further weekly payments of £82.50 are continuing as they become due.

asked the Minister for Social Welfare when arrears of unemployment assistance will be paid to a person (details supplied) in County Galway.

The person concerned was a postal applicant for unemployment assistance and he was paid unemployment assistance at £24.05 weekly up to 11 January 1983. After that date he ceased to sign as unemployed. He reached pension age on 13 March 1983 and unemployment assistance would not be payable to him after that date. He claimed an old age pension on 4 July 1983 and he was awarded a non-contributory old age pension at the maximum rate of £38.60 weekly from that date.
